Ship Repairing & Cargo Stevedoring Operation Rules for No. 70 Terminal of Hong Ming |

1. To protect the safety of operators, machinery and equipment used in this terminal, all workers are required to comply with the aforesaid rules when performing the alongside cargo stevedoring operations.
2. Operators: Onshore workers, truck drivers and assistants. Machinery and equipment: Means 70W operating crane, trailers and relevant pipelines.
3. Work request: Before starting the work, please inform the ship operation content to HMOP.
Operation period
- Truck accessing: The vendor needs to borrow the steel plates from 70W Control Station or prepare its own steel plates. In the meantime, the vendor is also required to sign the Hazardous Factor Notice.
- Before the lifting, it is required to pave the steel plates on the cable trough of the gantry crane to prevent the tires from compressing the high-voltage cables which would cause cable damage that ight lead to personnel electrocution and injury. Indicated in the attachment is the steel plate paving method.
- Truck drivers are is required to observe the rules established for this terminal when using the onboard grain crane, executing the onboard supplies lifting/unloading or the machinery and the parts repairing.
- Keep the personnel and vehicles off the area underneath the lifted load, with safety warning area defined to prevent other personnel or vehicles from entering.
- The workers shall be provided with personal protection safety hat and reflective vest. The vehicles shall be equipped with warning lamp.
- Smuggling and contraband are strictly prohibited. When spotting an offending event, please report the case to the customs, the harbor police station and the ship company for handling.
- When spotting a hazardous operation, our management personnel shall immediately issue the prosecution ticket and then remove the hazardous factors.
- When performing the aforesaid operations, all workers are required to observe the applicable regulatory rules.
When completing the work
- The vendor shall inform Operation Department #1 for checking the working environment. If damage exists, then the vendor shall compensate according to actual price.
- The vendor shall return the steel plates to 70W Control Station. If shortage or damage occurs, then the vendor shall compensate.
- If the vendor still needs to stay onboard the ship after completing the stevedoring operation, then the vendor shall move all cargos and trucks to the Vehicle Holding Area for the convenience of work that will be executed by the subsequent unit. ( See attachment for Holding Zone )
4. To prevent too many trucks from staying at the alongside operation area waiting for cargo lifting/unloading as to impede the alongside operation and the personnel safety, the vendor is required to apply for station entry permit and to borrow steel plates at the Control Station in order to direct its trucks to the shipside for performing the alongside cargo lifting/unloading operations. If the steel plates of the Control Station have been borrowed by others, then the vendor shall wait till the steel plates are returned by other trucks so as to borrow the steel plates to perform the cargo lifting/unloading operation at the shipside. Without the permit, the vendor is not allowed to sending its trucks and workers to the container yard for performing the operations.
5. Punitive rules: If photos have been taken of an offending event by the terminal management personnel (Alongside Chief Officer, occupational safety, engineer or competent personnel) and where the violation has been prosecuted, then relevant punitive rules will be defined as below :
- First violation: Oral solemn warning by urging the vendor to make improvement immediately. Further, the violation fact and the photos will be delivered to the vendor owning the trucks and the shipping company.
- Second violation: Such driver will be permanently prevented from entering the container yard for performing the work.
- If the violation leads to personnel injury or cable equipment damage (in value up to TWD 1,500,000), then the truck driver and the vendor shall be liable for the compensation required for the personnel injury and the equipment damage.
- If any steel plate is damaged or lost, then the vendor shall pay TWD 2,000 for each plate.
- Smuggling and contraband are strictly prohibited. Any offender will be permanently prohibited from entering the container yard.
